MSP - Large Quantity Drug Arrest with Handgun-North East Barrack


Elkton, Maryland - On Monday October 24, 2016, shortly before 10am, Troopers from the Maryland State Police North East Barracks “F” conducted a traffic stop on a gray Chevrolet Equinox in the area of North Street and Stockton Street, Elkton, Maryland.

Upon contact with the driver and occupants, the odor of burnt marijuana was detected and a subsequent probable cause search was performed.

The driver of the vehicle was identified as Jennifer Anne Swope, 28. The passengers were identified as Jacob Thomas Stevens 25, Isaiah Lee Brown 18, and Richardo Alexander Maynard 30, who is a self-admitted member of the Bloods street gang. Additionally in the vehicle was a 3 year old juvenile who is the child of Swope and Stevens. All persons are residents of Elkton, Maryland.

The subsequent search of vehicle and persons revealed:

One (1) loaded black Kel-Tech PF-9, 9mm semi-automatic pistol, with 7 live ammunition rounds, with an obliterated serial number;

Three (3) bags of suspected crack cocaine total weight 43.2g;

Twenty-two (22) bundles of suspected heroin totaling 83.8g; 

One (1) baggie of suspected powder cocaine totaling 6g;

Two (2) baggies of suspected marijuana totaling 3.6g;

CDS paraphernalia;

And a combined amount of $1,960.00 US currency.

All contraband and currency was seized.

Stevens was charged and released from the Barrack on a civil citation for possession of marijuana under 10g.

Swope and Maynard were both independently charged with Possession With the Intent to Distribute (PWID) CDS.

Brown was charged with PWID for CDS, possession of a firearm while committing a drug trafficking crime, possession of a handgun in a vehicle, possession of handgun on person, possession of a firearm while being a minor, possessing a firearm while access by a minor, and knowingly altering a firearm ID number.

Swope, Maynard, and Brown were processed and transported to the Cecil County District Court Commissioners Office.

Maynard was committed to the Cecil County Detention Center on a $350,000 bond.

Swope and Brown were held on a $300,000 bond, and both committed to the Cecil County Detention Center.
