On the run escapee captured in Manchester, Kentucky


Manchester, KY - The Manchester Police Department is reporting that on Saturday November 12, 2016 Manchester Police Sergeant Jeff Collett and Clay County Sheriff's Deputy Jeremy Gabbard responded to a Main St. apartment to investigate a domestic disturbance between a male and female.

After officers made an arrest in the initial complaint, they received information of a possibly wanted individual in the area.

While conducting an investigation, officers located a white male inside an apartment where they were told no one was supposed to be. The subject was questioned by officers but could not produce any credible information about his identity.

Officers were later able to determine the subject in question was in fact Justin Arnett of Salyersville KY, one of two inmates that had escaped the Big Sandy Detention Center by climbing through the ceiling of their cell and onto the roof where they made their getaway from the facility.

Melvin Scott Garland, the other escapee, surrendered to authorities earlier this month on November 3rd.

Arnett was arrested by Sgt. Collett and lodged in the Clay County Detention Center. Sgt. Collett and Deputy Gabbard were assisted in identifying Arnett by KSP Trooper Logan Howell and Clay County Detention Center Deputy Jailers.
