Five arrested by LSO after surveillance conducted in high drug activity area

Laurel County, KY - Sheriff John Root is reporting that: Deputy Daniel Grigsby and his K-9 "Edge" along with Sgt. John Inman and Deputy Shawn Jackson arrested 5 individuals early Wednesday morning November 23, 2016 at approximately 2:13 A.M..

The arrests occurred off West Cumberland Gap Pkwy. in a business parking lot approximately 10 miles south of London while deputies were conducting surveillance in that area due to a high number of drug complaints and arrests there.

Deputies observed suspicious activity from 5 subjects and a black colored Nissan in the parking lot. Deputies conducted an investigation after the deputy's K-9 alerted on the vehicle and found 4 of the subjects in possession of 2 meth pipes and syringes - none of the four subjects claimed ownership.

Deputies arrested the following individuals:

  • Donna Medley 49 Of Richland Dr., Lily charged with public intoxication – controlled substances and possession of drug paraphernalia
  • Rachel Riggs age 28 of Richland Drive, Lily charged with possession of drug paraphernalia
  • Michael Wyrick age 42 Of Johnston Ln., London charged with possession of drug paraphernalia
  • Larry Karr age 44 of Willie Spencer Rd., Lily charged with possession of drug paraphernalia
  • Francis Powell age 42 Of Ky. Hwy. 6, Barbourville charged on a Knox County bench warrant of arrest for nonpayment of fines.
  • All five individuals were lodged in the Laurel County Detention Center.
