Bill Goins Leaves Legacy of Service to His Community in Clay County, Kentucky

MANCHESTER, KY - Mr. Bill Goins, age 77 departed this life on Saturday, January 20, 2024, at his home that he built with his construction knowledge and own skilled hands. He was born September 3, 1946, in Manchester, Kentucky.

He was the elected Clay County District 5 Constable for over 20 years and served as the Chief of the Horse Creek Fire Department for over a decade.

Bill was an accomplished automotive technician and people came from all around to have their vehicles, tractors, trucks, and farm machinery serviced and repaired at his garage. He fathered and raised five children: David, Melissa, Tammy, Billie, and Karen. He leaves surviving a host of grandchildren, great grandchildren, many relatives, and countless friends!

The family of Bill Goins will receive friends and neighbors on Wednesday evening from 6 PM until 9 PM at the Rominger Funeral Home Chapel with Funeral Services for Bill Goins will be conducted on Thursday, January 25, 2024, at 1 PM at the Rominger Funeral Home Chapel. Rev. George David Blair will be officiating. Interment will take place at the family cemetery where he will be laid to rest next to his beloved wife Delora Gregory Goins.

Bill enjoyed tobacco farming, vegetable gardening, playing music on his guitar, and talking about classic cars and the good times of yesteryear. Prayers for the family during this difficult time of loss is appreciated. Bill was a friend and neighbor that always was willing to lend a helping hand. His legacy of service to the community of Horse Creek in Clay County, Kentucky is to be lauded as a tribute to his life.
