EXECUTIVE ORDER

DECLARATION OF CURFEW:

WHEREAS, the 16 May 2025 Severe Weather Incident occurred resulted in tornado formation with wind-driven destruction, this has necessitated the issuance of a Curfew Order.

WHEREAS, there exists imminent danger to life and property during the hours of darkness and approaching darkness, and it is especially difficult to preserve public safety during such hours; Curfew is imposed within the impacted areas in the City of London and unincorporated areas of the County of Laurel Kentucky, effected areas to include: London Corbin Airport, Sunshine Hills, Wyan Pine, Sublimity, Crooked Creek, Cold Hill and North Farriston.

WHEREAS, on May 19th, 2025, pursuant to Chapter 39A. 100(3-c) of the Kentucky Revised Statutes ("KRS") and any county or city codes, the existence of a local emergency due to conditions of disaster or of extreme peril to the safety of persons and property as a result of the May 2025 Severe Weather Event.

WHEREAS, pursuant to KRS 39A.010, 39A.020, or 39A.030, which in the judgment of a local chief executive officer is of such severity or complexity as to require the exercise of extraordinary emergency measures, the county judge/executive of a county other than an urban-county government, or mayor of a city or urban-county government, or chief executive of other local governments or their designees as provided by ordinance of the affected county, city, or urban county may declare in writing that a state of emergency exists, and thereafter, subject to any orders of the Governor, shall have and may exercise for the period as the state of emergency exists or continues, the following emergency powers

NOW, THEREFORE, I David Westerfield, Laurel County Judge Executive, by the authority vested in me by KRS 39A. 100(2), do hereby declare that a state of emergency exists in Laurel County for the period beginning May 20th 2025 until May 27th 2025.
IT IS HEREBY ORDERED THAT:

A nightly curfew is imposed in any "Tornado Damage Zone" or any "Curfew Boundary" within the City of London KY and all unincorporated areas of the County of Laurel KY are identified as effected areas to include: London Corbin Airport, Sunshine Hills, Wyan Pine, Sublimity, Crooked Creek, Cold Hill and North Farriston.
The hours of curfew are nightly between 9:00 p.m. and 7:00 a.m. beginning Tuesday May 20th 2025 until Tuesday May 27th 2025.
No person, except as set forth in paragraph No. 4 below, shall be upon a public street, avenue, boulevard, place, walkway, alley, park, or other public area, or any unimproved private property, within the areas described in paragraph No. 1

This Order shall not apply to peace officers; fire fighters; National Guard or other military personnel deployed to the area; emergency medical services personnel; individuals working on a project involving a public work of improvement; credentialed media representatives involved in news gathering; and individuals seeking medical treatment. For residents living within an Evacuation Warning Zone, this Order shall not apply to those residents who are traveling to or from their places of residence.

Any violation of this Order is a misdemeanor, punishable by a fine not to exceed $1,000 or by imprisonment for a period not to exceed six months, or both, as provided by KRS 39A. 100(3-c) or any applicable state or municipal law.
