Laurel County, KY - Sheriff John Root is reporting that: Deputy Shannon Jones arrested a Highway 66 resident early Monday morning April 25, 2016 at approximately 12:24 A.M.
Arrested was Samuel Nolan age 41 of Highway 66, Big Creek, Kentucky
The arrest occurred outside Emma Estates apartments, approximately 2 miles west of London after Deputy Jones received a complaint that this subject was looking in windows there.
When Deputy Jones arrived at the scene and conducted an investigation he learned that this subject has apparently been living there and is a registered sex offender and had not notified anyone of his change of address.
In addition the manager at the apartments advised that no convicted felons could stay in any of the apartments there.
Samuel Nolan was charged with failure to comply with sex offender registration – first offense; and criminal trespassing – third-degree and was lodged in the Laurel County Detention Center.
