Complaint of subject passed out in vehicle leads to arrest and various charges in Laurel County


Laurel County, KY - Sheriff John Root is reporting that Deputy Kyle Gray along with Sgt. Robbie Grimes and Deputy Rick Cloyd arrested a male subject of Wilson Ln., London, on Saturday night, May 7, 2016 at approximately 9:21 PM.

Richard Biggs, age 35.  The arrest occurred off North Laurel Rd., approximately 2 miles north of London after deputies were dispatched to complaint of a male subject in a white colored Dodge Dakota passed out in a vehicle at a business there.

When deputies arrived at the scene, they located this subject slumped over in the driver seat with the keys in the ignition. Deputies conducted an investigation and determined that the driver was under the influence.

He stated he had taken methadone and neurontin and several other unknown pills earlier.

Richard Biggs was charged with operating a motor vehicle under the influence – first offense; and numerous other traffic violations and was lodged in the Laurel County Detention Center. Photo attached is courtesy of the Laurel County Detention Center.
