Fatal Crash In Cecil County, Maryland Under Investigation

(RISING SUN, MD) — Shortly after 1:00 p.m. on 07/29/2016, the Maryland State Police North East Barracks received a 9-1-1 call for a motor vehicle collision involving serious injury.

The location was southbound US Route 1 (Conowingo Road) at Connelly Road in Rising Sun, Md. The preliminary investigation revealed a 2004 Harley Davidson motorcycle, operated by Owen M. Lane, 63, of Peach Bottom, Pa., was traveling southbound on US Route 1, approaching Connelly Road. During this time, a Ford Windstar operated by Kathleen N. Neely, 78, of Conowingo, Md., was traveling on Connelly Road, approaching US Route 1. The investigation indicates the Ford stopped at the clearly posted stop sign and then pulled across the southbound travel lane of MD Route 1 into the northbound lane.

Upon Neely entering the northbound travel lane of US Route 1, Lane, operating the Harley Davidson, apparently applied his brakes and lost control of the motorcycle. The Harley Davidson ultimately laid down on its left side, ejecting both Lane and his passenger, Iona F. Lane, 57, of Peach Bottom, Pa. The Harley Davidson came to final rest on the right shoulder of southbound US Route 1, just south of Connelly Road.

Owen Lane and Iona Lane both came to rest in the southbound travel lane of US Route 1. Neely pulled to the right shoulder of northbound US Route 1 and dialed 9-1-1.

Owen Lane was pronounced deceased on the scene. Iona Lane was flown by a Maryland State Police helicopter to the University of Maryland Shock Trauma Center where she was listed in critical condition.

Maryland State Police accident reconstructionist, TFC Rumaker, is handling the incident. No charges have been filed at this time. The investigation is ongoing.
