OSP CONTINUING INVESTIGATION ON MILTON-FREEWATER POLICE OFFICER -- UMATILLA COUNTY


Oregon State Police - On September 27th, 2016, the Milton-Freewater Chief of Police contacted the OSP Criminal Investigations Division and requested they conduct a criminal investigation on one of their police officers, Brian D SCOTT, age 36, for alleged misconduct.

OSP Detectives began the investigation which revealed on September 26th, 2016 SCOTT had arrested a 46 year old male for theft and transported him to the Milton-Freewater Police Department for processing. While walking the arrestee to the processing area inside the police department, SCOTT pushed the arrestee in the back. The arrestee fell forward (while handcuffed) and struck his head on a concrete wall. The arrestee was taken to a local hospital for treatment for injuries to his scalp and vertebrae.

Video surveillance from within the police department corroborated the evidence detectives obtained to that point. Following interviews with the arrestee and other officer present during the incident, SCOTT was arrested on September 28th, 2016 for Assault II and Official Misconduct II. He was lodged at the Umatilla County Jail.

This is an ongoing criminal investigation and no further information will be released without approval from the Umatilla County District Attorney's Office.
