Judy was born in Oneida, KY on October 8, 1951, a daughter of the late Claude and Martha Cornett Bennett. She was a Math and Spanish teacher for 36 years (1973-2009) at Clay County High School. Judy was a lifelong resident of Clay County, KY and a member of the Manchester Baptist Church.

He served in the United States Army and was in the 82nd Airborn Division stationed in Fort Bragg, North Carolina.
