Two-year-old in diaper found walking in middle of roadway

Barbourville, Ky. (January 18, 2020) - The Knox County Sheriff's Department is reporting that: On Friday, January 17, 2020 At approximately 3:23pm Knox County Deputy Elijah Broughton responded to a call from a woman stating she found a two year old girl walking in the middle of the road on KY 3439 and Henry Martin Lane wearing only a diaper.

Upon arrival Deputy Broughton met EMS personnel already on scene.

Due to the outside temperature of 41 degrees, the baby was extremely cold and was transported to the Barbourville ARH for medical attention.

After locating the residence the baby had come from, Deputy Broughton asked the occupants about their child and if they knew where she was.

Both the father, 26 year old Robert Allen Williams, and the mother 21 year old Patsy Murley, said they had been asleep since noon and had no idea.

Deputy Brought contacted Social Services and the couple’s two children were placed with another family member.

A drug screen was then requested on the parents and both tested positive for THC.

Social Services stated that this same incident happened on December 3, 2019.

Robert Allen Williams and Patsy Murley were arrested and lodged in the Knox County Detention Center charged with:

  • Wanton endangerment – 1st degree
