Recovered handgun from vehicle being handled by investigators
PORTLAND, OR - The Multnomah County Sheriff’s Office in an Update issued on Thursday, October 13, 2022 reported that the Portland Police Bureau continues its investigation into the deputy-involved-shooting that occurred on Wednesday, October 5, 2022, in the Lloyd District of Northeast Portland. At this time, we would like to provide a timeline of the incident, based on the current investigation.
In the afternoon of October 5, Multnomah County Sheriff’s Deputy Rory McPherson was conducting a routine patrol of the Lloyd District in Northeast Portland. At 1:24 p.m., the deputy stopped a man, Tristan William Borges, associated with a stolen Subaru station wagon parked near the intersection of NE Grand Avenue and NE Holladay Street. While detained in handcuffs, Borges became uncooperative and yelled to a woman inside a Honda sedan who he was associated with. The woman brandished a firearm and pointed it at Deputy McPherson. At 1:27 p.m., the deputy reported over the radio having fired shots. Borges, who was still in handcuffs, got into the woman’s car, and together, they escaped by driving northbound on NE Grand Avenue.
The vehicle was not pursued by police.
A few minutes later, it was reported the suspects’ vehicle ran a red light and collided with two vehicles at NE Grand Avenue and NE Weidler Street. Borges ran from the crash scene. Police officers found him hiding in a parked car nearby on NE Halsey Street, where he was taken into custody. The female suspect was arrested at the crash location.
During the investigation, law enforcement officers learned the Honda sedan was stolen. Inside the Honda, officers located the handgun, which was also discovered to be loaded.
Borges was booked into jail on Friday Oct. 7, on multiple charges including attempted aggravated murder, assault and escape. A complete list of Borges’ charges can be found in a previous press release.
The female suspect, now identified as 26-year-old Erin Marie Juge, was provided medical aid at the scene for gunshot injuries sustained in the deputy-involved shooting. She was released from the hospital today, October 13, and booked into the Multnomah County Jail on 10 charges, including:
- Attempted aggravated murder
- Attempted assault in the first degree
- Attempted escape in the first degree
- Theft in the first degree
- Unauthorized use of a motor vehicle
- Unlawful use of a weapon
- Felon in possession of a firearm
- Failure to perform the duties of a driver
- Reckless endangering another person
- Resisting arrest- interfering with law enforcement
In addition to the new charges, Juge had an existing arrest warrant for unauthorized use of a motor vehicle in Multnomah County.
Deputy McPherson remains on critical incident leave, which is standard protocol. He is a five-year veteran of the Sheriff’s Office, currently assigned to the Transit Police Division. Deputy McPherson was not hurt in the altercation.
“Deputy McPherson was threatened for doing his job, stopping a crime in progress and working to create safer communities,” Sheriff Mike Reese said. “The dangerous and reckless actions of the suspects not only put Deputy McPherson’s life at risk, but placed many other community members in harm’s way.”

The male suspect arrested in relation to the deputy-involved shooting that occurred on Wednesday, October 5th, has been released from the hospital and booked into the Multnomah County Detention Center.
Tristen William Borges, 31, of Portland, is booked on the following charges:
- Attempted aggravated murder
- Escape in the first degree
- Attempted assault in the first degree
- Theft in the first degree
- Reckless endangering of another person
- Resisting arrest
- Unauthorized use of a motor vehicle
- Unlawful use of a weapon
- Felon in possession of a firearm
- Failure to perform the duties of a driver
In addition to the charges filed on October 7, 2022, Borges had three active arrest warrants from prior cases for:
- Criminal mischief in the second degree
- Felon in possession of a firearm
- Parole violation
The female suspect remains in the hospital; she is expected to survive. Her identity and charges will be released when she is booked into jail.
The Sheriff’s Office will release more information about the incident once additional investigative steps are completed. Some investigative steps include, interviewing witnesses and those involved, reviewing statements, and processing evidence. This must be done in a thorough and methodical manner, which takes time. On October 5th, 2022, at 1:24 p.m., a Multnomah County Sheriff’s Deputy assigned to the Transit Police Division contacted a man associated with a nearby vehicle south of the intersection of NE Grand Avenue & NE Holladay Street. During the course of the investigation, an altercation ensued with the person. A woman, also became involved, at which time the deputy fired shots. The male and female suspects fled in a vehicle northbound on NE Grand Avenue. No law enforcement officers pursued the vehicle.
Shortly after, the suspects were involved in a crash at NE Grand Avenue & NE Weidler Street with two other vehicles. The woman was immediately treated by responding officers and later transported to a local hospital by paramedics. The male suspect was taken into custody on NE Halsey Street and transported to a local hospital for injuries related to the vehicle crash.
The woman is being treated for gunshot injuries. Both the involved parties are expected to survive. The identities of the suspects will be released when they are booked into jail.
The other motorists involved in the crash were not seriously hurt.
The involved deputy was not injured during the incident and has been placed on critical incident leave, which is standard protocol.
A significant amount of law enforcement resources responded to the area due to the number of crime scenes, three in total: NE Grand Avenue & NE Holladay Street, NE Grand Avenue & NE Halsey Street and NE Grand Avenue & NE Weidler Street.
Multnomah County Sheriff Mike Reese provided a statement: “The suspects' reckless actions put many people in harm’s way. I’m grateful that our deputy wasn’t injured in this dangerous incident, and that the community members struck by the suspects’ vehicle will be okay.”
The Multnomah County Sheriff’s Office recognizes the public's desire for additional information, but to preserve the integrity of the criminal investigation being conducted by the Portland Police Bureau and the Multnomah County District Attorney’s Office, no further comment will be made at this time.
