(Middlesboro, Ky.) – Kentucky State Police, Post 10 Harlan is requesting assistance to locate a non-compliant sex offender, James Kevin Coulton (46) of Middlesboro, Ky.
Mr. Coulton is a white male with brown hair, green eyes, weighs 180 lbs, and is 5’8’’ tall. Coulton was first made non-compliant during 2012 after failing to verify his address in Bell County, Kentucky.
Once a warrant was issued for Coulton’s arrest, he fled the state. Several months later Coulton was located in California, where he also had failed to register as a sex offender. Coulton was returned to Kentucky to face charges for failure to comply with sex offender registry requirements.
Colton’s charges were diverted in 2013 by the Bell County Circuit Court for two years with the understanding that he would comply with the sex offender registry requirements.
As of today Coulton still has not provided his address or other required information to the Kentucky State Police sex offender registry.
