Failure to comply with sex offender registration - Laurel County, KY


A man that was previously convicted of four counts of sex abuse third-degree with the victim's ages being 5, 9, 10, and 12 and is to be on the sex offender registry for
a term of 20 years nabbed by LSO.

Laurel County, Ky. - Sheriff John Root is reporting that Deputy Shawn Jackson along with Deputy Tommy Houston arrested Vincent Judd – Rapp age 23 of Shelbyville Rd., Simpsonville, KY early Saturday morning May 30, 2015 at approximately 3:23 A.M.

The arrest occurred off Douglas Boulevard approximately 7 miles south of London after deputies were dispatched to a complaint that this subject was involved in an argument with his girlfriend there.

When deputies arrived at the scene and conducted an investigation they learned that this subject was a registered sex offender and that he had been living with his girlfriend for several weeks at an address in violation of the sex offender registration law.

This subject and his girlfriend were visiting a relative on Douglas Boulevard, and this subject's girlfriend advised that she was unaware that he was a sex offender but that he had been living with her for several weeks.

This subject was previously convicted of four counts of sex abuse third-degree with the victim ages being 5, 9, 10, and 12 and is to be on the sex offender registry for a term of 20 years.

This subject failed to notify probation and parole of his address change.
