KSP Charges Boyd Co. Man With Child Sexual Exploitation Offenses

Catlettsburg, Ky. — On September 20, 2016, at approximately 9:16 p.m., the Kentucky State Police Electronic Crime Branch, assisted by KSP Post 14-Ashland, arrested Steven D. Duncil, 34, on charges related to possession and distribution of matter portraying sexual performance by a minor.

Duncil was arrested as the result of an undercover Internet Crimes Against Children investigation. The KSP Electronic Crime Branch began the investigation after discovering Duncil sharing images of child sexual exploitation on a popular chat service.

The investigation resulted in the execution of a search warrant at a residence in Catlettsburg on September 20, 2016. Equipment used to facilitate the crime was seized and taken to KSP’s forensic laboratory for examination. The investigation is ongoing.

Duncil is currently charged with three counts of possession and three counts of distribution of matter portraying sexual performance by a minor. The charge is a Class-D felony punishable by one to five years in prison. Additional charges are expected.

Duncil was lodged in the Boyd County Detention Center.
