Possession arrest during Traffic Stop on North Highway 421 in Clay County, Ky

MANCHESTER, KY (August 3, 2020) - Clay County Sheriff Patrick Robinson is reporting that on August 1, 2020 at approximately 7:20 PM Clay County Sheriff Deputy Kendric Smith along with Deputy Jared Smith arrested Robert Banks, 66 of Manchester.

The arrest occurred when Deputy K. Smith conducted a traffic stop on the above mentioned subject on North Highway 421 for vehicle infractions.

Upon initial contact with the subject it was noted that the above had slurred speech. Upon conducting field sobriety test, the subject was placed under arrest without incident.

During the search, a small plastic baggie containing a controlled substance was located.

Assisting on scene was Manchester City Police Officer Jeremy Garrison. 

Robert Banks was charged with:

• Possession of a Controlled Substance 1st Degree 1st Offense (Drug Unspecified
• Operating Motor Vehicle Under the Influence of ALC/DRUGS/ETC.
• License Plate not Legible
