Criminal Abuse Case in Harlan County, Ky involving a dog

(Wallins, Ky.) On April 27, 2015 at 6:02 p.m. Kentucky State Police, Post 10 Harlan received a call about a two year old girl unresponsive on Osborne Lane in the Wallins community of Harlan County.

Tpr. Rodney Sturgill responded to the hospital and began an investigation.

Preliminary investigation indicates the two year old walked from her residence to the next door neighbors. It appears that she was playing with a dog that was chained up when the chain wrapped around the child’s neck.

The parents of the two year old located her and started CPR until ems arrived. She was taken to Harlan County ARH then flown out to Johnson City Medical Center in Tennessee. At this time her condition is unknown.

No charges have been filed at this time. Harlan County Social Services were contacted and also began an investigation.

Case is still under investigation by Tp. Rodney Sturgill. Also assisted with the investigation was Tpr. Taylor Mills.
