MANCHESTER, KY (Aug 18, 2020) - Clay County Sheriff Patrick Robinson is reporting that on August 17, 2020 at approximately 7:30 PM Clay County Sheriff Deputy Coty Arnold along with Sheriff Sgt. Jeremy Gabbard arrested Brian Smith, 36 of South Highway 421.
