Frank was a kind and loving husband, brother, dad, and papaw. Frank was born on January 30, 1943 in Manchester, Kentucky to Daugh Goins and Lillie Minton Goins. Frank and his wife, Bertha Sizemore Goins were married on September 15, 1967 and raised their family in Clay County, Kentucky off of East 80. They were married 54 years.
