Charlotte was born on October 7,1959 In Cincinnati, Ohio to the union of Lane and Joyce Hacker Walker, who preceded her in death. She was a retired teacher in the Clay County Public School System, having taught for 28 years at Laurel Creek Elementary, Goose Rock Elementary and Horse Creek Elementary. She was also a member of the Morgan Branch Pentecostal Church.
